PEP Norm-Referenced Testing (Florida ESA Compliance)
If your child is enrolled in Florida’s PEP (Personalized Education Program) scholarship, submitting an annual norm-referenced assessment is a required part of maintaining compliance. At The Learning Hive, we make this process easy, encouraging, and fully state-compliant, helping you meet requirements without stress or confusion.
We proudly offer approved standardized testing to PEP scholarship families across Florida, with testing available at our Miami Lakes learning center or from the comfort of your home.

What Is Norm-Referenced Testing?
A norm-referenced test (NRT) measures your child’s academic performance in comparison to a nationally representative sample of students in the same age or grade group. These results help identify academic strengths, potential learning gaps, and show year-over-year growth.
Under Florida’s PEP scholarship guidelines, students must complete a norm-referenced test each year and submit the results to their scholarship funding organization (like Step Up For Students).
All options meet state compliance for the PEP scholarship program.
What’s Included in Our Norm-Referenced Testing Services:
- Administration of a Florida Department of Education-approved NRT
Testing for students in 3rd through 8th grade - Option to test at The Learning Hive (Miami Lakes) or in-home (with virtual proctoring)
- Supportive, low-pressure testing environment tailored for homeschool students
- A comprehensive score report for your records and PEP documentation
- Guidance on how to submit test results to Step Up For Students or your ESA platform
- Optional post-assessment support or curriculum recommendations (available upon request)

Testing is proctored by experienced educators who understand homeschool dynamics and prioritize student confidence and comfort.

Who Should Register?
Our norm-referenced testing is ideal for:
- Students currently enrolled in Florida’s PEP scholarship program
- Homeschool families using education savings accounts (ESAs) who need to stay in compliance
- Students who benefit from a peaceful, non-traditional testing environment
- Parents seeking data-driven insights about academic growth and readiness
Where Can Testing Take Place?
Choose the format that works best for your family:
At The Learning Hive – Located in Miami Lakes, our center provides a quiet, supportive space for students to focus and thrive.
At Home – With our virtual proctoring option, students can take their assessment from the comfort of home, anywhere in Florida, with the same level of professionalism and compliance.
Both options are administered by certified educators trained in standardized testing protocols.

When Should We Schedule Testing?
Although testing is available year-round, most families choose to test between March and June to align with the PEP scholarship’s submission deadlines. We recommend scheduling early to allow time for scoring and reporting.
Let us help you avoid last-minute stress and stay ahead of your ESA requirements.
